REGRET

Not even a waitlist is available: the quota and its waitlist are both full, and no ticket can be issued.

REGRET in the availability table means the waitlist for that quota has reached its ceiling. You cannot book at all, not even as WL. The ceiling varies by train and class, so a train may show REGRET in Sleeper and a long waitlist in 3A on the same day.

The practical responses are a different quota, a different train, VIKALP on a waitlisted booking for a nearby date, or Tatkal the day before.
